I was wondering that a person outside of Celtic region or who has no blood line or even who is from another continent can practice Celtic Magick effectively? I love the sound of Celt and Druid since I heard those words. Now, I have books on Celtic magick and I want to learn. That's why I want to know.
Define Celtic. Celtic is a language group, not a peoples. Gaulish Folk were not the same as Iberian people, nor Irish. These were various groups of polytheists, and this became even more differentiated once Christianity became a thing.
The other thing is any book of "celtic magic" is a reconstruction running off of very little evidence, unless it is folk magic from the early modern period.
That said, I think anyone can have success with folk magic from these areas.
