Ok, the authorship may be under dispute but I simple couldn't let the mysterious title of the book stand in the heading of the thread without providing any further information, there's so many libers out there. If you want to start a discussion about the book's provenance though, please do so in Book Discussion and Reviews.

So, i beleave the A.C. is the author, since it has his handwritting and he elaborated this ritual inspired by the 0=0 GD Neophytae ceremony. Don't know the fuzz about it since Throa is a specific Thelemic material, and Not Golden Dawn material.

Pardon me for making a comment in the book section.

It's been awhile since I've seen a copy - (Thank you, El Pepe!) - but I believe OP has correctly identified this document. Crowley crafted Liber DCLXXI vel Pyramidos based on an earlier ritual he called ThROA. Both rituals are based on the Neophyte Ceremony of the Hermetic Order of the Golden Dawn, but Liber ThROA is specifically the "secret" (ha!) initiation ceremony for the Zelator grade of the A∴A∴
