So, energy flows with attention. I'm interpreting this to mean that, if you were to perform for people, they're unknowingly but voluntarily giving you their energy. So, a celebrity must walk around with an ocean of energy and not know it. If so, I have three questions.
1. Does this mean I could tap into a celebrity's energy?
2. If I do, would this hurt them? (Hope not)
3. If a celebrity went down in popularity, would that ocean of energy fade away?

You first have to accept this statement from Tony Robbins to be substantial in the mystic and magic currents. Robbins' statement of "energy flows where attention goes" is a social construct leaning on Manifestation and Abundance hypes.

Physically? Depends on if you want to use energy to bend or bend energy itself. Applied use to Euler-Bernolli concepts allow you to bend much with applied force whereas mostly mirrors reflect most energy sources.

Yes. This is one reason why magickally affecting celebrities is much harder than other people. The energy also gains conciousness and forms an egregore.
No and yes. If anything the fandom energy makes it harder, functioning as protection. But since the fandom energy is unfocused and lacks intent, its not as effective as it could be as a protection. It takes pretty good protections and/or cloaking to keep people from tapping into your energy. So yes, if your good, you can tap into their energy in spite of their fans, and haters.

1. Tapping into energy of Celebrity is used quite normal. Ever heard of Cosplay? You can then participate on it to an extend and make it far stronger as an occultist, for both good and bad. You can that way actually add into that ocean sized pool of energy. On that thought the idea of Loki having an army of fangirls really takes on new meaning.
2. If you tap normal way, like that cosplay, watching movie or something thousands of other people do, no, not likely.
3. Yes. It takes some time, but yes. Either it fades away or in case of actors their played character will take on life if its own for shorter or longer time. I find that effect quite interesting.
TL;DR: It isn't their energy, it's the energy of the fans, but yes it can be tapped into and collected.
It's not really the celebrity's energy, it's everyone else's energy gathered in a focal point around them, including yours. This is why it feels different listening to a recording of a celebrity, versus meeting a celebrity in person, versus seeing them perform. The first is really just you feeling your own energy, the second is the celebrity's energy, the third is the collective energy of the attendees.
Have you ever been to a really big concert? It feels very different from watching a recorded one. And have you had that moment where you felt CONNECTED with every single person in the venue? That is tapping into that ocean of energy. And at the end of the night when you're still "buzzing with energy"? You're walking away drenched and overflowing in everyone's collective energy. But it usually doesn't last. It's difficult to walk away with more than you could normally carry.
An imperfect analogy, if you please: You and a bunch of fans go at the same time to a giant well, each carrying a bucket of water. You and everyone else drops your buckets into the well at the same time. As you pull your bucket back out, there is water in it that wasn't there when you started, water that someone else dumped in. Your bucket is probably full to the very top, overflowing, and water is sloshing down the sides. But after everything has calmed down, your bucket eventually stops dripping, and you walk away with what you can carry. You might have more in your bucket than you started with, but you also might not.
As you can imagine, this is much easier to do when you are physically present at the well, and much more intense when there are more people engaging with the sharing of water/energy at once. It's also much easier to pull your bucket out of the well when you have a strong rope - a strong emotional attachment to the celebrity in question. So. For best results, you need to be emotionally invested in the celebrity, be physically present, and have lots of other high-energy fans also present.
That being said, what I suspect you want, to not just feel that energy but to capture it, means that you need to be able to take away more than you brought, and be able to store what you take away. That amazing buzzing feeling that fades away after the performance is water dripping down from the overflowing bucket. If you prepared and brought a towel to wipe it up, or even an empty second bucket to throw in again, you might be able to walk away with more of that energy. What that towel or empty second bucket might be exactly, I couldn't tell you. On a small scale, perhaps gemstones that you charge with the ambient energy of the event? On a larger scale, I don't know, as I don't personally work with energy at that scale. Time to do some research! You would also need to be intentional about gathering that extra energy, versus the passive mixing of energy that happens when engaging in a high-voltage event.
It's not their energy, it's the energy of their fans. Also, depending on the popularity of the celebrity, you're just a bucket in the whole ocean, the little you take shouldn't hurt anyone at all. If you want more information about that, I would recommend looking into the effects of energy vampirism.

However, I used to frequent a gothic night club that hosted shows. I sometimes go to some venue that does open mic nights and hip-hop. But no, I've never felt any oneness with anyone in either event. Generally I sit in the back where I don't bother anyone.

Im sorry that you haven't gotten to experience this. It's quite a lovely natural high. I can't really think of another way to "tap in" without having experienced it first hand. Of course, a live concert is just one example if this. Another example is a sporting event. My mother recently dragged me to a large live comedy performance, and while I personally didn't enjoy it, I still felt surrounded by a collective, even if I personally wasn't really connected to it very well (no rope). I bet it felt much better to those who were actually enjoying themselves. On a much smaller scale, it's even just going to a movie theatre for a popular release instead of watching it at home alone.
Another way to access one of these collective energy wells without a celebrity is to go out dancing. (Though perhaps the DJ might count as a minor celebrity, often people are in the space focused on the dancing - or other things - and not the DJ themself, who is just facilitating.) It's that feeling when you step into the venue and the atmosphere envelops you, and the music moves through you until you almost dissolve at the edges, and you become a part of the mass of dancers, and your front brain goes quiet and your hindbrain takes over. Some people really hate this experience, as it can be very overwhelming and overstimulating, but some people really thrive in it, and find it both invigorating and relaxing simultaneously. I encourage you to try it. I know that goth clubs sometimes have DJ nights. I can't guarantee that you will feel it, of course, and it will take practice to let go and tap in that first time when usually you keep yourself in the back where you don't "bother" or engage with anyone, but it can be really beautiful if you can do it. It's worth trying.
Somewhere else that would be an energy well without a celebrity, would be a protest. Again, you have lots of people exuding lots of energy in a focused direction in a concentrated space. Definitely a different kind of vibe than a concert, sporting event, or danceclub, but the parameters are still in place.
Hey, I'd LOVE to go to a concert. Or dancing. Or partying. Or just out. Sports games, not into that. Unfortunately, I'm autistic. I actually have a social personality, but often feel punished for trying. Go up and talk to someone. That's weird. Sit alone and wait for them? That's creepy.
This goes especially in these types of environments that you've listed. They're not for someone who's trying to LEARN to socialize, LEARN to make friends, and deal with anxiety. Essentially, if you haven't mastered this skill, you don't belong. They're the equivalent of some championship tournament when it comes to social communication skills.
When I want to socialize, I go play games like magic or Warhammer at the local game store. These types of environments are more forgiving if you're a bit awkward. But you're social success in these environments is often linked to how well you play the game you're playing. Which carries its own challenges. Plus, some do cost a good bit. And I'm not even gonna mention the hygiene, weight, and general attitudes of some people in these environments.
Beyond my craft, I poor my occult knowledge into a trading card game. I've noticed a trend of activities that were once called geeky, dorky, nerdy, or thought of satanic becoming much more accepted today. In fact, it's not uncommon that I see my local game stores host dnd games for kids. Super hero movies were at a point very popular. Every other classmate of mine has a tarot deck and calls themselves a witch. People wear mjolnir pendants as like fashion.
I think that in ten years, trading card games will get to a point where grown adults play at least one game, and have at least one deck on them. I'm trying to provide a game that neither costs as much, or is as crazy, as some of the more popular ones out there, to help this future come around. My goal is to create comradery through competition.
Anyway, I didn't intend on bring this up. To tell you the truth, I just thought that I could get some Taylor Swift merch and syphon some fan energy off of her.
As I said, some people find these environments overwhelming or overstimulating, and it isn't for everyone. I'm autistic too, so I do understand.
The thing about the Taylor Swift merch is, again, that it's not the merch which is inherently imbued with the energy, it's that the merch activates emotions in other people and therefore releases their energy. Some items in the world HAVE been imbued with energy, but Mass Produced Swiftie Merch ain't it.
(PS - If you want to make a TCG that doesn't cost an arm and a leg to actually do the collecting, you're going to have to find a way to remove the expense of creating the cards in the first place. Maybe communal card creation, distributed digitally? If I remember what I was told correctly, the Dominion forums often have conversations about hypothetical card creation, just as interesting meta, but your new game could have actual formal submissions, card prompts, maybe a way for the community to vote on submissions, which the mods could turn into actual new cards? That would also support your goal of community building around the game. But this is severely off topic, so I'm not going to say any more about it here.)

If you want to set up a sympathetic link to someone, you need something that actually emotionally connects to them. This is true of a celebrity or anyone else. The more powerfully they emotionally connected to the item, the stronger the link will be to them.
A lock of hair is quite traditional.
It's important to note that this sympathetic link would be to HER energy, and NOT to the ocean of fan energy that surrounds her, though her energy is quite likely nourished by fan energy.
So using our Taylor Swift example:
A mass produced merch bracelet means less than nothing to her. It won't connect.
A fan made bracelet celebrating her would connect to the fan who made it, but not to her.
A bracelet that she used to own but freely separated from that you have come by second hand would have a weak link. Maybe she cared about it once, but not anymore, not enough.
A bracelet stolen from her, or freely given for the express purpose of consentually creating a link would create a strong link. It's something that she cares about. (A bracelet freely given but not for the express purpose of the link would be considered in that "second hand" category above.)
Her favorite bracelet would, of course, create the strongest link.
Again, that's HER energy, NOT the "ocean of energy that she walks around in".
