Mundane answer: as already stated, the more aware you are of it, the more likely you are to notice them.

Magical answer: if you really think it's a sign or message of some sort, do some research into the numerology of them. See if there's possibly themes with those numbers that could correlate to your life.

Just don't go overboard with seeing angel numbers equating to meaning something every time you see them. Sometimes, a number is just a number that we happen to pay more attention to.

Yes, if a woman gets pregnant she sees literally everywhere pregnant women and babies. If you buy a red car, you start to see red cars everywhere from that moment. The mind and our senses are programmed by filters from which a human percieves the world. As regarded to seeing the same time on the clock everytime, our minds are really capable of timing. So you probably look exactly on that time because you subconsciously trained your mind to do so.

And this is where the interesting thing in this topic towards magic is: you have to decide what you are paying attention to, how you train your mind and how your mind gets programmed. It is really interesting to figure out what you need to see and want to see. Often people who are starting with magic, are in the discovering that their minds are programmed in unexpected ways.

To the OP @Slytherin that is why the answer of @Yazata is good, such programming of coincidental numbers is usually not really interesting to pay attention at. It is a mind filter/programm that is leading you to nowhere. There are a lot of dead ends when thinking about magic and working with. I think you just found one.

I wouldn't necessarily say that numerology and angel numbers are a dead end. Plus anything could potentially be a sign. I do agree though that, especially when people are starting out, a lot of people look for signs where there are none.

That's where each person learning discernment comes in. And I find, personally, that doing research into such things (not just cursory but more in-depth research) can help one find their own way of assessing and using discernment with it. It's one approach I use with those I mentor, so they can learn for themselves how to decipher when something actually is and isn't a message or sign instead of relying on someone else to tell them.

I have personally gotten messages via numbers before, in various formats, though it's absolutely not something I automatically assume is a sign of something. But I also have reached a point in my practice when I usually can tell when it's a message and when it isn't. And when in doubt, I mentally note it and go about my day. If it's a sign or message and I ignore it, the universe will usually repeat it in a different way or knock me upside the head until I register it, lol.

I am not saying that numology is a dead end and I don't want to say that numerology is not legit. It is legit and it is useful and helpful. Numerology is not at discussion here.

But the mind plays tricks all to often. There are not as much coïncidences brought to us by the universe as most practitioners want or like or to see. Quite a part of the messages people are receiving, are mind tricks. Some of the mind tricks are useful, part of them not. It was the numerology I questioned, it was the mundane cause for the numbers in the OP that I elaborated.

Doing research like you mentioned, is always at help. There is somewhere a point were a person needs to test their ideas. It is useful to have methods for that! And having a mentor or a place where you can find some guidance is worth its weight in gold for a lot of practioners.... Interesting to see that there are some with a quite natural ability to discern things, just without that they have trained it much. They only have to learn to refine it.

Pattern consciousness is the very basis for narrative psychological function.

The aspect of "this is about me" is called neurosis. Working with neurosis in terms of self-reflexive psychological analysis is fascination.

The working definition of self-reflective cyclic psychological momentum is affliction.

Ultimately, it's not so much about you as it IS you. As a spontaneous exercise of self-refining technique, I would use such occurrence as an opportunity to dismiss habit consciousness on the spot by recognizing it as such (on the spot), simply by noting it as such. Anytime stimulus focuses attention arbitrarily is actually a blessing.

At such a time, one could either follow such stimulus unawares in terms of an arbitrarily habitual subtly afflictive self-reifying mental energy (seemingly of no account), or else make it an opportunity to consciously steal that sudden bit of mental focus in the moment and experience just this de-psychologized mental acuity in a conscious act of non-subjective (non-reifying) knowledge. I say knowledge because experiencing attention in this way is real knowledge. Actually, it is, in fact, selfless knowledge. Getting to know this is a matter of intent.

So there's nothing wrong with noting any thing, per se… but the tendency to imprint arbitrary signification self-reflexively, is karmic momentum perpetuating itself through habit energy, which is a waste of energy and time, and life is short.

I have noted a specific number I deemed relative to my person since I was a child. I like it when I see it, but I never wonder about its significance as to why I'm seeing the number whenever I see it. I have considered photographing the number every time I see it as a book project for decades. I mean, why not? …yawn~ "of the making of books, there is no end." Why contribute to that? pfffffff.

You can't explain when it randomly shows up though. I've been seeing these repeating numbers for years upon years now seeing 1111 like OP but nowadays I most commonly come across 111 and sometimes 222, 333, 777 etc. (or even variations of 119, 911, like Morell said)

You can't just chalk it up as you checking the clock exactly at 11:11 when I see 111k likes on a social media post, which was randomly shown by the algorithm (this happens to me so often, how can you say it's a coincidence if I could not have had any part into what post with what amount of likes or comments was gonna be shown?), or when I add up a bunch of numbers in a count in a video game at it turns into 111, unless you want to tell me I'm quantumly manipulating my reality to fit these numbers for whatever reason? And not just online but in real life too these numbers follow me everywhere. (I put my full name in a gematria calculator once, and in the simple and english gematria it added up to 1073 and 111, how many more before realizing there is something to it?)

Though no one can give a straight answer as to what these numbers mean, they show up randomly but still often enough where it can't be a coincidence. Maybe they don't have a concrete meaning but they hold some kind of higher purpose?

And there is definitely something to these numbers, especially 11 and 9 and the variations, the elites are obsessed with these numbers, they probably know a lot of hidden knowledge regarding numerology (which ties into the kabbalah) (maybe the reason we don't know much regarding gematria and numerology is because it was gatekept so well?) people have made conspiracy articles and videos regarding all the patterns around september 11th and the twin towers. (And you should already know that event was incredibly ritualistic)
