Make the Arts Section Visible Only to Logged-In Members

I noticed we have members sharing their original work in the Arts section. Shuttering it to the outside world would prevent lurking randos from plagiarizing. It isn't just stealing someone's whole work that's the problem, even having something like a unique and high-quality riff or story element stolen could be damaging to the artist.
