Let's say i want to attract/meet/manifest a lover that have certain qualities and/or remind me of someone i know.

Wait for the new moon. Think of and draw in your notebook the sigil of what you want. Then leave the notebook somewhere out of sight and do not think about it. Do not think about your desire or need at all. When the moon is full, take out the notebook, look at the sigil again and draw a new one on a blank white piece of paper. Tear the old drawing out of the notebook and burn it. Fold the new drawing of the sigil and put it in an envelope, then go to a bridge and throw the envelope into the river. Before throwing the envelope, say your desire clearly and loudly. This method should bring you results, but there is probably someone here who knows better. However, I am only a theoretical magician.

Depending on your level of expertise, resources and patience, I would say go for anything from a full fledged Picatrix ritual or just the Chaos Magick sigil you've been told of.
Also, if you subscribe to any personal mythology or religion, the associated sacred texts and elementals can be very useful to invoke.

Surah Yusuf if you're a Muslim.
Kamadev mantras if you're a Hindu.

I would like to add to Johny111's recommendation with the sigil he described, however...
Sigils are representations of living desires (elementals).
If you create one (give it "flesh") at a particular time and place. You absolutely must ensure that you know what the astrological placement for that sigil is.

E.g: If the ascendant is Leo (a fire element), you must burn it.
If it is pisces, you must return it to whence it came, i.e, water.

DO NOT UNDER ANY CIRCUMSTANCES BURN A WATER ELEMENTAL'S SIGIL.

Then again, this is just what Israel Regardie would have told you about talismans.
