Terrible neighbours

Anybody know of effective spells/ritual procedures or anything else to rid one of problematic neighbours? Direct and conventional methods - repeated asking for better behaviour etc etc doesn't work. These neighbours are not breaking rental rules so there is no legal recourse but they're a nightmare.... I need them out, and furthermore need any future neighbours to be quiet, decent and considerate. Help!
