They're calling it a critical edition, so generally a critical edition will have undergone a rigorous and scholarly editing process.
"This typically involves establishing an authoritative text or translation based on close readings and bibliographical analyses of a variety of original manuscripts and/or printed sources. Typically such editions also include detailed introductions to the subject and the text, annotations and explanatory notes, and an explanation of the editorial practices followed."
They mention that Joseph Peterson contributed to some of the translations.

Not sure how it will compare against Skinners version, but its coming in at a lower price point.

Since this seems to be just book 1 I'd say the price is comparable. I really like how this version includes a transcription of the Latin text, as that's something I really wanted from Skinners. Trying to make out the cursive from the manuscript is a bit of a nightmare. Hopefully they will complete all 5 books in the series as well. I would consider this valuable alongside Skinner's work, rather than in place of it, with the side by side transcript being the main appeal.
