The greatest part of Picatrix for me was the varying philosophical systems for how astrological magic works. Ideas that ranged from neoplatonic systems of idealism, Al Kindi's stellar ray theory, and more models of spiritual emanation. I only used a few of the electional talisman work, some to better success than others, and never made the prescribed offering/incenses since they seemed most likely to have serious toxicities. Agrippa's second book of occult philosophy details more on how and why the astrological magic works, and carries over some of the easier elections to make talismans for.

Lots. I adore the picatrix. The planetary invocations for the spirits of the planets are extremely effective and the system for constructing talismans is very solid. Less interesting, to me anyway, are the many recipes for poison and hurting or killing folks. But the astrological magic in that book is fabulous.
