I intend to know the Rituals and practices of the tantras in both hindu and kashmir line, and I look for books about it

Tantra Illuminated by Christropher Wallis is a fantastic academic introduction to Kashmir Shaivism
Kali Kula by Jan Fries is a great chaote/practitioner focused manual on tantra
Tantra For All by Denny Sargent is a western manual that takes you from understanding the basics, to actually doing tantric pujas
Anything by Kavitha Chinnaiyan will give contemplative insights for Sri Vidya, which is a sort of descendant of Kashmir Shaivism from a Shakta perspective.
And any works by Swami Lakshmanjoo will shed light on the oral teachings of the last "official" living guru for the Kashmir lineage. There are some others active both in the states and in India, but they have more oblique ties to the Kashmiris.

Most interesting to me recently is Shreeram Iyer's Nondual Shaivism in Theory and Practice, which seems to be a VERY traditional philosophical discourse, grounded in a very pedagogical approach. His interview with Perseus Academy was awesome.

comes to mind, he's a practitioner of Kashmir Shivaism. Various of his books can be found on welib.org; some might be a bit one the NewAgey side though.
