Don't to it artificially, by trying to jam two different things together. Instead, you have to go upstream to find the source that these things (spells, symbolism, and art) come from, where they are not distinguished from each other, and from that source draw forth a spell-symbol or spell-artwork.

To look at it another way, every spell I'm familiar with is already a symbolic and artistic phenomenon, and every work of art is working a kind of magic. The challenge is to create a spell-artwork that is both artistic and magical in the particular ways you are envisioning. And this is the basic challenge of creative bringing-forth. There are no shortcuts to doing it well.
