I could not find a PDF copy OR a physical copy of that particular book. However, the quest for it DID yield something substantial directly connected to the interesting SUBJECT therein.
The 2 Star-Crossed Serpent volumes of The Clan of Tubal Cain are now available for download via the Book Shares sub-forum.

Thank you for putting me onto such a fruitfully fascinating quest.
