The same way as any other magical working. You can absolutely hate someone's guts and feel giddy when bad things come their way, but that isn't the same as taking the action to place a curse upon them, using whatever methods your magical works call for. Wanting someone to be cursed and actually cursing them are not the same things.

Ok, I wasn't understanding your use of the word 'action'. The 'action' in LOA is formulating the end result you want, which imprints in the 'subconscious', which imprints on the astral, which creates the reality.
