There is something called the magneto-optic effect, since magnetism and photons are caused by the same phenomena, photons can generate magnetic field. Depending on the polarization and direction of photons when they collide they'll generate magnetic field, and opposing direction and polarization create a magnetic vortex called a faraday rotator.
you can catch a bunch of photons in your magnetic field then flip their polarization to oppose the polarization of photons incoming behind them to create a rotator when they collide and generate a lot of field. This can be done electronically with special faraday crystals which are made of things like gallium and garnet which allow things like the polarization and energy release state of photons to be manipulated.
