How are you sure the memories aren't from a past life? Many religions and practices believe in reincarnation so what about these memories makes it seem like it's not possibility this isn't the case for you here? If you are absolutely certain it isn't a case of a past life than the only thing I could say which still involves reincarnation is in my practice sometimes parts of souls of another individual are more less grafted onto a new soul so that could be it. Taking reincarnation completely out of the picture the only other thing I could surmise is somehow your consciousness is connecting with that of another person, why or how I could not rightly say. That's something you'd have to analyze about yourself more deeply. Do you have anything from Japan you own or keep in your house? What were you doing when you started recalling these memories? Had anything significant happened close to that time?

Well I have to ask some additional questions first to before I could properly formulate my theory specifically in regards to your situation. First when you experienced these memories were you awake or was in dream? Second what sort of perspective are you looking for specifically? In general in most traditions reincarnation is pretty straightforward. A person dies their soul is reborn in a new form. Some believe that form can be another person or an animal or even a plant or mineral. Some believe it's only as a new human. I'm of the latter opinion personally but regardless in either case the soul retains memories of past lives and in rare cases an individual might recall them. It's especially rare for that to happen spontaneously like it did for you though if it was a case of reincarnation. In my personal practice the only added complexity is that the soul isn't just a uniform thing there are several parts to it you could say the soul has it's own anatomy and that's where the grafting of part of one soul to another can occur. This is also incredibly rare as well though and the only reason it might be unlikely in your case is usually when that happens there's a very specific reason why that happens and again your situation seems a bit random.

I would love any and all perspective truly. I’m just trying to get a basis of what I should make of all this.

The mechanics and details of how human lives are connected at the layer of atman / qualia feels more and more complex and perplexing to me the more I engage with the topic. Simplistic views of reincarnation feel more like a symbol / a simplified story pointing to a complex reality at this point, like a child's drawing of a house. No house looks like that, but we know what it means.

I think the best approach to such memories and impinging experiences is to try to figure out what exactly they could imply, and what is happening in the situation. To treat it as an investigation. Your views will change and evolve anyway, make this into an opportunity.

It’s real strange. I remember that we lived in like a really low end apartment and then something happened like as I was walking through and it just like I’m not too sure trying to recall it right now is making me tear up a little. I’m not too sure why.

In the occult circles of my country—which, by a strange coincidence, happens to be Japan—such unfamiliar memories are sometimes explained by the idea that you have migrated here from a parallel world, and that some memories from your previous world have remained with you. However, this explanation presents a problem: even if it were actually true, it would be extremely difficult to verify.

If you believe in reincarnation then what you may be experiencing could be past lives and if you don't you have to come to terms with all time is simultaneous and we are living in parallel realities and it has been like that from t=0.1sec when God (your conception) created this entire universe.

Whether you believe it or not one of the two necessarily makes more sense to your framework of life. Surprisingly we have records of past lives of so many people still alive and also people with glitch in the matrix experiences.

So, we don't know the truth and finding the truth is an utter waste of time but an enjoyable process nonetheless.

This is not a systematized form of magic, but rather a collection of personal accounts shared on platforms like online forums. It's a genre of stories that have been created, with many people posting accounts of experiences like traveling to a parallel world, or, as a variation of that, to the past or future. Therefore, it likely contains a lot of pure fiction, and can be said to be less reproducible than magic, even within the same occult field.

While no definitive method has been established, the most common explanation is that one’s soul or consciousness—having departed from the current physical body via a lucid dream or an out-of-body experience (it is unclear if this is the same concept as "astral projection")—becomes linked to a body in a parallel world instead of the one in this world.
However, this is not the only explanation offered; some accounts describe shifts occurring without any warning, while others claim that the individual found themselves in a different world after an event such as being struck by a vehicle.

I just looked it up, and it seems there are similar concepts on Reddit called "reality shifting" and "Timeline Jumping," so you might want to look into those instead.
If you are searching in Japanese—perhaps using translation tools—you can try looking up the term "Parallel Shift"

Based on your answer if it was after you woke because occasionally there is a lag between the transition of your subconscious mind to your waking mind it being a recollection of a past life could be a definite possibility after all one's subconscious has access to more information about ourselves then we're normally aware of. So if there's any moment you could more clearly recollect something like memories of a past life it would be in a transitory period like that just as you're waking up.

Philip K Dick did a speech at one time titled If you think this world is bad, you should see some of the others.

There's recordings of it floating around...

Well do you remember the name of the school and what year it was ? I mean it couldn't possibly bring any harm trying to verify details if possible.
