What's difference between Pacts and Petition? Both of them are written form and asking or requesting tho

Hi.
I consider a petition a request, with no expectation of anything in return.
A pact is a bilateral agreement, you give me 'x' and in return I will do/give you 'y'.

Both can be a one-off, but generally, a pact will be a longer term arrangement.
