I know this sounds like a really dumb question, especially for someone of my level of expertise but I am currently trying out the Liber Null syllabus for the first time. I have tried many similar works and such but I am confused at the moment. Do I have to keep my eyes open or closed? It says to try not to blink or move the mouth etc. Does not blinking imply I HAVE to keep my eyes open or can I keep them closed?

The objective is to remain motionless. It's just a practice. Blink if you have to. Try it in all fashions- eyes open and closed. The main focus is to remain motionless. The purpose of the practice is a means to achieve physical control, much like a physical meditation if you wish to look at it in that fashion.

"Arrange the body in any comfortable position and try to remain
in that position for as long as possible. Try not to blink or move
the tongue or fingers or any part of the body at all. Do not let the
mind run away on long trains of thought but rather observe
oneself passively.
What appeared to be a comfortable position
may become agonizing with time, but persist! Set aside some
time each day for this practice and take advantage of any
opportunity of inactivity which may arise.
Record the results in the magical diary. One should not be
satisfied with less than five minutes. When fifteen have been
achieved, proceed to regulation of the breathing."

If I remember correctly, Japanes monks keep their eyes open in the Soto sect of zen and closed in the Rinzai sect, so it's largely a matter of opinion, I'd say. Culadasa recommends closing the eyes, focussing more on the nose than on the entire breathing process (advice I've found invaluable, makes keeping the mind empty much easier), allowing the jaw to drop while keeping the mouth closed and the tongue lightly touching the roof of the mouth, which prevents swallowing.

I think it's ok to correct your posture whenever to catch yourself slumping but definetely not to scratch or shift your weight to 'losen up'. I always do some limbering up before I meditate, both physically (a little bit of light stretching) and mentally (Geoff Grey-Cobbs NAP, which is basically progressive relaxation). As a result, I don't feel much of a need to move when I sit.

It sounds like this is general meditation rather than something quite specific. In general meditation keep your eyes half open.
Specific meditations could in fact take place with the eyes closed (some visualizations for example, people learning visualization unless closed eyes themselves result in extreme light or extremely distracting visual phenomena). Closed eyes blocks excess qi from naturally exiting the eyes and can cause psychic or psychological issues in some people.
