I think this is one of the many areas where serious books by reputable authors provide more reliable information than the internet. This is especially true for youtube videos, AIs, reports of personal experiences on social media, controversies on reddit, etc. The author I trust most in this respect is Swami Satyananda Saraswati who does discuss kundalini initiation by shaktipat but only within the context of a guru-chela relationship; I'd be suspicious of anybody offering me shaktipat (or 'instant enlightenment', 'attunements', etc.) on etsy, just as I would be of anyone offering me a miraculous quick fix for any other complex problem over the internet.
The trouble is that both shaktipat and kundalini awakenings are frequently described as spiritual super-orgasms by laypersons (apparently a holdover from spaced-out hippie times) while serious yoga adepts view them more matter-of-factly. The kundalini sensationalism even before the rise of the internet as well as the fantastic rumours about shaktipat are simply incredible, and fraudulent gurus abound - which in itself is nothing new and has probably been going on for centuries.
This is especially true for siddhis. Scandals involving famous gurus like e.g. Sai Baba concerning fake superpowers happen all the time. It's true that the acquisition of siddhis is considered a sign of advanced spiritual attainment but more as a side effect and a potential distraction - true yogis have higher goals. Should they abuse their powers, they lose their spiritual path which definitely is not a good thing in their chosen belief system and probably karmic punishment enough.
The consensus among respectable authors used to be that in order to develop kundalini, you'd have to purify and energize all your chakras first and be very cautious at all times because of the dangers of a premature kundalini awakening (psychosis, depersonalisation, panic attacks, etc.). It's supposed to be the culmination of decades of diligent yoga practice but shaktipat (as the quick fix supreme) seems to offer a seductively attractive shortcut. My intuitive take is that while something in you may in fact become awakened, you won't know what to do with it - all that will happen is that you get spectacularly 'zapped' by some (hopefully genuine) guru but it may remain an isolated peak experience if you lack the required (kriya/tantric) yoga practice background.
