Took a rv workshop a while back from Paul H. Smith. Learned that in crv, while you want to empty your mind during the process, you also don't want to completely empty it either, first because not only is literally emptying your mind impossible and even assuming that you could the implications are in truth not liberating but rather disturbing but moreover if you did, you'd also remove any information psychically obtained about the target.

Whether or not a literal mind vacancy is impossible or not is beside the point. I of course am of the unmoveable position of literal impossibility though that aside Paul H. Smith does have a major point when he mentions that if you were to make your mind vacant that would also include getting rid of all psychic impressions. In other words you wouldn't be rving. You'd just be guessing.

That aside, rv may or may not be the exception when it comes to esoteric skills and mind vacancy. As a general rule of thumb, it is believed by initiates of the Franz Bardon system and many other esoteric traditions that a literal mind vacancy is a necessity however when it comes to rv there is a bit of nuance according to this Star Gate trainer. From here we can postulate that rather than obtaining a literal mind vacancy, mind-neutrality is preferable. Why? Because in ESP like cases you need to retain some information, namely the ones that you psychically pick up. Of course if you're doing an rv session you also need to watch out for telepathic overlay so while you want to keep some of the information obtained psychically, you also need to filter those ones as well. In any case, if you asked me, rv is either an exception to the rule or an alternative understanding of it.
