It appears to be a fletched arrow. That's generally used as a pointer to whatever direction the arrow head is facing. Maybe your answer lies in those pamphlets.
Edit: I missed the part you recognized it as an arrow. Still though, it's difficult to interpret that as anything else. Even in its secondary appearance as perhaps a tree, the symbology remains clear, it's pointing or "growing" towards the pamphlets, or perhaps towards whatever else may have been present on that shelf.
