Can someone expound on why and how Crowley sought to swap the key numbers, while leaving the others the same except for imagery?

I read about it very long ago, can't really recall but I believe it is in the Book of Thoth. Only thing I do remember is that he switched the letters of IV and XVII because of the Book of the Law "Tzadi is not the Star".
