Off the top of my head I would say in your shoe. I don't know how true this might be but I get the impression that in Viking age Scandinavian society _everything was covered in runes including the people ,so nothing stopping you from drawing them on your hands like a tattoo in biro. People wore talismans around their necks and put scraps of parchment in their hats. Obviously everybody would be familiar with runes and would know at a glance what they represented or what they were for similar to this alphabet you are reading if they were educated enough so anything secret would need to be out of sight naturally and people would be familiar with that aspect too. You wouldn't be fooling a Viking sailor or a medieval blacksmith but you could pass anything off especially where I live as a fancy trendy tattoo. But the shoe thing is a good idea if your runes are on leather.
I do hope that helps at all:)

Runes can be songs, concentrated thought, gestures, words, and more. I like to hold my hand in geomantic mudras, it's a casual and non-obvious way to inject an influence around me. Tracing it on a surface, with focused thought, I believe can have the same effect as painting it on. Assuming it must be something drawn, I also like to do what Albintres suggested and put it in my shoe or stuck to the underside of my clothing. I have little thin strips of sticky pads I use when I need something inconspicuous I can roll up and hide.

Always a fan of soaking a rune in water and then splashing the water to spread influence.

If you're any good with a needle, you could sew the runes in your clothes like the inner lining of a jacket?
