If you aren't already enrolled in some sort of group or occult society then how does a mentee find a mentor and how does a mentor find a mentee?

You can ask around, and maybe someone is willing to run you through the basics (online), or join some of the courses people offer. Ideally you would meet a mentor in person and they would be willing to take on such a responsibility and become someone you trust. Trust is key if one would have a serious teacher/student relationship and teaching someone magick is extra hard and a very gradual process.
Learning through books and magickal texts eliminates the possibility of being taken advantage of by someone, but often leaves you with many questions. But questions prod you to experiment on your own and that's a great thing. :p
Maybe find a "pen pal" that is interested, get some good recommendations on reading materials and some practical work.
You can do that by browsing through this forum, as well.

Well said. The books I would recommend rather than mentor, because mentor will iquite likely give you their own bias, if not their agenda.

Online spaces like this one that is not grooming you, is safe place to seek advices... but not necessary instructions. Doing your own work on your self-developement pays up. In my opinion help of other people tends to be questionable.
