If you aren't already enrolled in some sort of group or occult society then how does a mentee find a mentor and how does a mentor find a mentee?

You can ask around, and maybe someone is willing to run you through the basics (online), or join some of the courses people offer. Ideally you would meet a mentor in person and they would be willing to take on such a responsibility and become someone you trust. Trust is key if one would have a serious teacher/student relationship and teaching someone magick is extra hard and a very gradual process.
Learning through books and magickal texts eliminates the possibility of being taken advantage of by someone, but often leaves you with many questions. But questions prod you to experiment on your own and that's a great thing. :p
Maybe find a "pen pal" that is interested, get some good recommendations on reading materials and some practical work.
You can do that by browsing through this forum, as well.

Well said. The books I would recommend rather than mentor, because mentor will iquite likely give you their own bias, if not their agenda.

Online spaces like this one that is not grooming you, is safe place to seek advices... but not necessary instructions. Doing your own work on your self-developement pays up. In my opinion help of other people tends to be questionable.

I've tutored people in the past and have worked with this for a while now. I can teach you about how you can mess with the simulation outside of the norm. Manipulating brain activity, understanding why you are thinking what you are thinking.

After a little initial effort with personal interests, going outside and doing it in suitable places is usually more than enough.
Nothing like asserting oneself to get others to encourage you what to do. That's beyond scripted responses to someone waving a stick about in public.
Following that formula there has been no shortage of mentors after my self-initiation.
Mentors sprung out of everywhere.
Getting a job at a witchy bookstore had a lot to do with that initially too as mentors and also mentees of many systems came through picking up books and supplies.

From those experiences I'd learned
Even for occultism there's personal ethical and intellectual standards for measuring aim and metaphysical ability for psychic engineering. Not exactly a professional standards division reporting to The Ministry of Magic, but the metaphysics of transmigration operate in ways that can be translated into bureaucracy.
Meaning how a person thinks in general is important. In terms of level of self-awareness for a candidate it means they think of occult as something that they already do, not something that imagined others on a pedestal of ideals do, nor are separated from for academic study. ticks and leeches.
Most anyone, but not everyone, can enter a safe deliberate disassociated state with some effort.
That can set someone on the path and should be done with truest aim.
For advanced study there's making sure of psychic flexibility and strength for suitability. Spiritual, emotional, intellectual integration has been followed in their own way for noise reduction. It gets a little personal, but sapiosexuality in affairs as an substantial indicator of a valuable psychic quality if wanting to learn to work with celestial entities through the model due to the requirement of intellectual sensitivity to fluctuations in known emotional connections in metaphoric language during spirit communication for example.

If you’re serious about finding a mentor, look for local workshops where people teach different levels of magick, or visit a local metaphysical shop and ask for more information or recommendations. There’s a safety reason to doing it in person because someone can’t hide behind a screen and fake it in a face to face setting. And if they’re sending energy right in front of your eyes, you’ll feel it in your body right there even if you don’t know much about magick yet.

A lot of online mentors, teachers, and course sellers either fall into the fake category, or the other category where they teach very little knowledge they know. Basically the blind leading the blind. You end up learning very little while wasting a lot of time.
