Through Qabalistic Magic, Candle Magic, Imitation Magic, Sympathetic Magic, etc. What are ways to alter planetary or non planetary effect in personal houses by intended house number of natal chart, or to bring that birth chart relationship back into your updated chart? How to do?

For example, let's start with clear concise communication achieved through low Magick by colored candles, oils, incense, earth tablet on north wall and elemental weapons on altar and staff near?

So ... How to focus on a third house change of planetary effect.
The question is does a house have to be in a particular sign, or not. For the effect to take hold.
