Through Qabalistic Magic, Candle Magic, Imitation Magic, Sympathetic Magic, etc. What are ways to alter planetary or non planetary effect in personal houses by intended house number of natal chart, or to bring that birth chart relationship back into your updated chart? How to do?

So ... How to focus on a third house change of planetary effect.
The question is does a house have to be in a particular sign, or not. For the effect to take hold.
