Greetings wizards! I am looking for scrying method that is safe and works pretty well and tested and doesn't cost expensive materials, and my thanks to you all.

Buy a cheap picture frame and paint it black.
Another method, bowl of water.
These are probably the easiest and cheapest methods. (y)

Just a little explanation: Either paint the inside of the glass of the picture frame with a matte black color, or put black paper inside the frame. Something like a picture of the Solomon's triangle could be used as well.

As for the bowl of water: The bowl should be black, as well.

Forneus, that obsidian mirror sounds lovely! Honestly, don’t feel pressured to turn it into a complex ritual right away. Sometimes the best way to get comfortable with it is just to place it in a dim room, sit comfortably, and spend a few minutes just letting your gaze rest on the surface without trying to 'force' anything to appear. It's really about building a relationship with the tool first. Just treat it like sitting in silence with an old friend. :)

Thank you, my friend! I think this would be the best method for the beginning :) I bought it because I wanted to do full evocation ritual from 'Demons of Magick' book :D But I have so many rituals to do daily (yeah, friends keep asking me) that I don't have so much focus on newer things :)
My mirror is exactly this (but image is from internet):

Correct for screens of monitors and TVs. They can be effective and not by chance! The abbreviation is LCD - Liquid Crystal Display which speaks for itself. Another way before getting a mirror or other tools is to stare into the darkness in a very dark room. Cognitive visual isolation returns signals from the optic nerve to the brain and this increases the likelihood of visions.

Thanks for posting the old monitor idea. I would have never thought about it. I’m totally going to try this with my next dead / done with monitor.

The vessel only matters slightly.
Using something that can hold water, and does not warp when wet is of course important, but I have had the most success with the cheapest humanly possible, seriously like $0.50 USD bowl from Goodwill that I painted black with a sharpie. I did end up going over it with black acrylic paint when I was more wealthy, and sealing it with clear gloss spray, but really, the sharpie did the job.

Your tools do not need to be expensive or bespoke in order to be effective. It is the relationship you build with them. Smoke cleansing the tool and imbuing it with your energy is the best start.

If you would like to play with Nimittas.
I recommend this method.

Print out an image of a God / Goddess (spirit etc) that you want to work with. Take a normal kitchen bowl, and secure the image to the inside of the bowl, so that the image is well below the rim. Selotape here or even bluetack works. Fill the bowl with water. (you can add colouring or herbs)

As you stare into the bowl during scying the image will move and react to the water in the bowl.

This method also works with symbols and icons etc.

Some think it should be made of x metal/material but that makes it more expensive.
You might want to do something like what @pf3ix85fe Pandora said. A 0.50$ bowl, something to paint it black with. I'm not sure exactly what these paints are called.
I used what are called acrylic glass paints. As long as the paint is listed as sticking to glass or ceramic, it works just fine.
