That also was my perception of it, I would intuitively connect it to the renewal of the life giving cycles.
Many cultures celebrated the transition from childhood into adulthood with large festivities,

Also the association with magick to create dependence is true and is part of the bad reputation.
I kind of witnessed it myself, as i had a quiet abusive succubitch ex that made the men before me all consume her menstrual blood,
she was the personification of a man eater. Somehow she 'kept in touch' with quiet some of em',
be it their weak character or the consumption of her blood, or her relationship with Agares who makes it hard for 'enemies to flee',
who knows in the end.
I would say it is at least symbolically on the same page as the potential semen symbolizes - so it's useful in a variety of ways.
In tantric belief it's one of the 5 pure and eternal substances - so menstrual blood, semen, ghee, ash and 'wife's nectar'.
Even in western alchemy it was believed that menstrual blood could be prepared in a way that restores youth and gives wisdom.
Flamel, Dee and Kelly experimented with it for their philosophers stone endeavors.
I'm not sure if the women it comes from has to be wise too for it to work.
The stem cells part is also very interesting, as it objectively could be 'healthy to consume'. It also has all kinds of minerals, and macro-nutrients - just like semen has all the good stuff in it to create the base for life to grow. I guess it also depends on the health of the woman it comes from of course, and maybe also the immune system of the consumer, just like raw food upsets many belly's.
Anyways, the connection to transformation, life giving principles and the themes of the mother or goddess makes it an overall powerful substance in my book.
